Judge's Comments:
#1 Only a small part of this image is in focus, so it is hard to tell what the photographer is trying to say. If the image is of the lights, substantially all of them should be in focus. If it is of the fence, the same comment applies. Is this an image of colors--greens against blues? The image lacks a center-of-interest to hold the viewer's eye and attention. (The light areas in the upper right do not add to the image and should be subdued.)#2

#4 The righthand lower quadrant is the better image. The out-of-focus areas don't add anything of interest, become too dominant, and don't contribute to the composition. Nice exposure and color.
